Arrived, this morning—P. and 0. steamship Ballarat, with the Suez mails, dated London 21st Sept. Ministerial Changes. Fresh arrangements in the Ministry, regarding some Portfolios, are to be made at an early date, in consequence of the death of the Minister of Justice. Probably Mr Gillies, Minister of Bailways, will also take the Portfolio of Public Works. The Conference. It is announced that Mr Service Premier, Mr Kerferd Attorney General, and Mr Berry, Chief Secretary, will proceed to Sydney as delegates to the International Conference, Betting MarketIn the Cup betting Commotion is at 25 to 1 ; Cunnamulla, 30 to 1. The prices for other horses are unchanged. The Premier. London, Oct. 20. It is stated that Mr Gladstone will spend the winter at Cannes, in the south of France. Cholera. Alexandria, Oct, 25. Intelligence has been received that cholera has appeared in Mecca, and that already several deaths have occurred there. MassacreNews is to band fiom Souaken, a seaport of the Red Sea, that a body of rebel hillmeu have surprised the town and massacred 150 Egyptian soldiers stationed near there. Abdication. Madrid, Oct. 29.
A report is current here to-day that King Louis of Portugal intends to abdicate at an early date.
