THE RUHR VALLEY. BELGIUM TO ASSIST, Paris, April 10. The Belgian Ambassador lias notified France that Belgium has decided to associate herself with France in the occupation of the Ruhr Valley, and will send troops for the purpose. It is understood that Belgium consents turning over to France's use her roads and railways for . forwarding French troops.
