Senator Daniels' annual report to President Wilson advocates another three years of naval building:, beginning in 1924, involving the construction of SS vessels if the United States does not enter the League, or a similar world organisation. The present navy would be adequate r£ N tne United States does join a body for the prevention of war. The report characterises Hawaii as the crossroads, and the key to the Pacific, and recommends the creation there of a fleet operation base, capable .of accommodating the entire American navy, with all its aiixiliaries.
