It prohibits the shipment of materials suitable for use in war and does not grant nor imply political recognition of any party factions and does not guarantee the protection and aid usually extended to United States’ citizens trading in foreign lands. It maintains the prohibition of travel to and from Russia, withholds passports, denies the , validity of Bolshevik concessions, and prohibits shipments of locomotives. Moscow, July 9 Tcbitcherin states that the Soviet decided to accept Britain’s conditions for resumption of trade relations. , , Washington, only 9 The State Department has announced removal of all previously existing restrictions on trade communication with Soviet Russia, save on the shipment of war materials. This does/ r not imply American xecugnition of the Soviet. Americans will trade with Russia solely -upon their own responsibility. It is nmierstood that this step has been taken independently of Allies, after they were notified of the United States’ intention.
