The New York “Times’ “ Pekin correspondent states that Cabinet reconstruction has been delayed since tli6 Anfu partv is influencing members to stay away from Parliament, thus making a quorum impossible. The despatch of forces to fight the rebels on tbe Pekin-Hapkow railroad bas caused a panic in Pekin. It was feared that the rebels would be victorious, and come to Pekin ana loot the city. FIGHTING INEVITABLE. NEW YORK, July 9. The New York “Times” Pekin correspondent reports that the situation is growing* serious, as the result of contests between the militaristic Anfu party, and the anti-militarists. It is understood that the Anfus will ® en d forces to Pekin, and the president may be imprisoned in the palace. It is thought that fighting is now inevitable. Wealthy are taking their valuables to foreign legations, and taking refuge in foreign hotels and hospitals. Others are fleeing to Tientsin. . ,
