London, March 3, The Evening Standard says the Supreme Council’s decisions regarding economic questions recommend that greatly increased supplies of raw material shall ho sent to Germany. As the reconstitution of German industries affects the whole of Europe it is the duty of the Allies to help therein. All the Allies should cooperate in restoring Belgium and North France. Economic equilibrium cannot be re-established without putting Germany and France in something like prewar condition to pursue their industries. The Council recommends the use of barter in countries whoso currency is chaotic. It also recommends concerted action to stabilise exchanges through loans, deposits and paper currency. The Supreme Council is preparing a manifesto regarding economic conditions in Europe, dealing with the general rise in prices and the necessity to xestorp Germany to economic prosperity.'
