Washington, March The reservation declining to bear the League’s expenses except by Congressional authorisation, was readopted by 41 to 25. It is understood that President Wilson has again informed Democratic Senators that he will not accept any reservation of Article Ten. Mr Daniels put forward three naval proposals, which are dependent on the Senate’s action regarding the Peace Treaty. Mr Daniels said the Senate rejects the Treaty the United States must have incomparably the greatest navy in the world, including an additional ten Dreadnoughts and battle cruisers. If the Senate accept the Treaty only minor naval additions will he necessary. If the Senate does not accept the Treaty the United States must build sixty-nine vessels, costing 195 million dollars. Whether the League of Nations exists or not the United States must have a navy equal to, if not bigger than that of any country in the world. Britain was encouraging the colonies to build naval vessels, ” Received March 9, 10 a.m. Washington, March|B. Many keen observers express themselves ' puzzled why the various parties to* the treaty "fight, spending so much time *on discussion of fine points cf the phraseology ot some reservations, ;It is pointed out that if President Wilson s and Senator Lodge could agree on certain word changes, Senator Hitchcock’s hipartisans to the reservation in Article 10 would probably gain sufficient votes to assure its passage. It is felt that these changes would not have any influence on the League of Nation’s effectiveness, while the delay entailed by the disesusion on words is working the greatest juryReceived March 9, 10 a.m. Washington, March 8. President Wilson, in a letter to Senator Hitchcock, flatly refused to consider Senator Lodge’s reservation in Article 10.
