United Press Association— By Electrie Telegraph—Copyright. Received March 9, 10 a.m. Washington, Matteh 7 President Wilson’s last Adriatic Rote has been published. It says ij,e President cannot consent to Withdrawal of the proposal of 9th December, but accepts the abandonment of Finme as abuffer.State and the creation of a Free btate. The President will gladly accept a mutual agreement between Italy and Jugoslavia, but Albanian , questions should not be included in the pronosed joint Italo-Jugoslay discusaion The Premiers of Britain and France cannot expect the United Mtatos to approve the execution of the Treaty of London unless the terma are iaSriaaically just. The President cannot accept the implicafioa that he will be responsible for failur o to reach a solution of the Adriatic problem.
