United" Press Assooiation~By'Electric Telegraph—Oopyripit, Received March 4, 11 a.m. London, Marfcn 3 & Board of Inland Revenue memorandum furnishes striking figures, estimating the nett increase of wealth between 1914 and 1919 at 4000 milions sterling, of which 200 millions is estimated to have been made by 280 individuals. It is suggested that a war levy should be 1 * primarily charged upon individuals, starting from a clear comparison of two aggregate capital values, fixed /at 30th June, 1914, and 30th June, 1919, Returns of value as jpell as sources of wealth would have to be made by the taxpayer. The Board suggests that detection of wilful evasion should result in the recovery of the duty, also heavy money penalties and imprisonment.
