Received Dec 13, 10 a.m. Paris, Dec 12 Four volumes of German documents relating to events‘before the war are published, concerning which the newspaper Vorwaerts prints an article headed “Fool by the Grace of God.” Vorwaerts says whoever reads the Kaiser’s marginal remarks on the.documents will have no doubt that Germany before the war was ruled by what was next to a madman. The paper describes the volumes as four stones on the tomb of the German monarchy.
