In the House of Lords, a clause in the Aliens Bill, providing for the automatic deportation of enemy aliens, unless specially exempted, was discussed. An amendment was moved to abolish automatic exclusion to prevent hardships statutorily instead of at the discretion of the advisory committee.

Lord Buckmaster said the clause as it stood would eternally dishonour Parliament.

Lord Birkenhead said the Government was willing to have a free vote, but he reminded the House of Mr Balfour’s allusion to the sinkers of hospital ships as “Beasts they are, and beasts they will remain.” Lord Birkenhead added : *Tn view of the Scapa revelation, liars they are and liars they will remain. ” Personally, he did not pretend to have the least goodwill towards Gormans.
