Received Dec 10, 9 a.m. Washington, Dec 9 The railrcad administration has announced that the Imperator will not be allowed to sail to Halifax unless the unloads 3000 tons of coal. Captain Rnssell was authorised to bunker 2500 tons, but loaded 7500 instead. Foreign vessels are not permitted bunker coal at American ports, due to the coal strike. ' Received Dec 10, 9 a.m. Washington, Dec 8. The Fuel Administration has issued drastic orders for the conservation of coal. Many industries will be permitted to operate only three days a week. Many amusement places must shut at 11 o'clock at night. Electric advertisements will be shut down, and shops, warehouses, factories and office buildings will have to greatly reduce heat and light. It is '.pointed ;out that although the strike will probably.be settled within a week the coal scores are so reduced that those treasures are necessary.
