GERMANS CONTINUE iTERRORISM. MANUFACTURED EYDENCE. United Press Association —By Elec trie Telegraph—Oopyrigh t. Received Sept. 2, i) a.m. Loudon, August 31. The Times correspondent at Sosnowice states that though the Allied Commission has begun enquiry into the insurrection in Upper Silesia, the Germans continue to terrorise the centres. The troops indulge in bursts of machine gun tire in the streets, and the ■ people are compelled to use passports at night, otherwise they are shot. \ The Germans, with a view of justifying the recent outrages, allege that the insurgents provoked the troops by committing numerous atrocities. The Polish military authorities declare that the evidence of.the alleged atrocities was manufactured and if any had been committed they were nothing compared with the horrors of which the Germans were guilty. The correspondent supports tne Polish denial and states that -he personally investigated over fifty cases of murder and brutality. For example one of the insurgents was tied by the arms to the stirrups of two cavalrymen and the horses were spurred to gallop until the victim’s arms were torn out of the sockets. The Allied Commission at pfesenfc is taking the evidence only of Ger mans, and has not yet inspired the confidence of the people, who view the enquiry with pessimism, hut remain quiet, awaiting results. German tyranny is unlikely.to end unless Allied troops are sent to Silesia. Speedy occupation is desirable in order to strengthen Paderewski’s hands. At Warsaw deputations interviewed Paderewiski anti Pilsudsk and demanded Polisli intervention in Upper Silesia. Paderewski replied that it was not intended to give Germany the excuse she desired, but otherwise he would use every means to prevent further illtreatment of Poles. He hoped the Allies would ratify the Treat}’ at the earliest moment in order to show that the Poles are not playing Germany’s game.
