A DOMINION DISCUSSION. United Press Association—By Electric Telegraph—Copyright. Received June 5, noon. Paris, May 30. The Empire Delegation, Messrs Hughes, Cook, Massey Ward being present, discussed the German counter proposals from the British viewpoint. GERMAN NOTES TO THE CONFERENCE. WHAT THEY ARE WILLING TO CONCEDE. CLAMOURING FOR ADMSSION TO THE FOLD. Count Rantzau, in a covering letter to the Conference, expresses his willingness to accept an army of a hundred thousand, hat desires Germany to become immediately a member of the League of Nations. He also requests a free plebiscite for Alsace-Lorraine. He is prepared to surrender Posen, and willing that Danzig, Koeuigsherg and Memel shall become free ports. Two fresh German notes have been received, one dealing with German properties in Allied countries, and the other in regard to the Turkish public debt and German possessions at San Paolo, Brazil. THE FIUME DIFFICULTY. NOT COMPLETELY SETTLED. Received June 5, noon. Paris, May 30. Delayed—Tliough it would be premature to say that the Piume difficulty has been completely settled, there is every reason to assume that the Adriatic problem is nearing solution on the lines of creating a little Republic at Flume, excluding Sarak, which belongs to Jngo-Slavia. Finme and its hinterland will "probably be administered by a council of five, composed of two Italians, one Croat, one Jugoslav and one Hungarian. It is understood that the Italians will surrender their Dalmatian claims, except Zara and Sebenico. Italy also retains strategic islands guard ing the bay of Finme. GERMAN COUNTER PROPOSALS. SUGGESTION FOR POOLING SHIPPING. Received Juno 5, 11 a.m. New York, May 24. The Sun’s Berlin correspondent states that Germany is submitting counter proposals to the Allies’ peace terms. It will propose the formation of a world shipping pool, in which Germany will have interest, It will be suggested that the Allies and the United States be given fifty per cent, ot stock in all German Shipping Companies, Germany retaining the remaining fifty per cent. It will bo proposed to pool all ocean cables and henceforth the‘cables to be under control of the League of Nations. THE RHINE REPUBLIC. Paris, May 30. Delayed.—A French official states that the information’ regarding the establishment of a Republic at Coblenz has been greatly exaggerated. MANDATE OF CONSTANTINOPLE. AMERICA REFUSES IT, Paris, May 30. Delayed.—From an American source it is learned that America has definitely declined to undertake the mandate for Constantinople. As Britain and France will not accept it there is a possibility of Italy receiving the mandate. THE TURKISH DISTURBERS. Received June 5, noon. Paris, May 80. Dela3 T ed. —Reports from Constantinople show r that the Committee of Union and Progress is gaining strength by the help of Russian Bolsheviks and threatens trouble. POLICY REGARDING INDIA. A GRADUAL EVOLUTION. Receive Jne 5, 1 p.m. London, May 24. Mr E. S. Montagu, Secretary of State for India, in a speech, said his policy in India aimed first at the maintenance of order: second, investigation of grievances; third, endeavour to convert India into a union of great self-governing countries, entrusted with its own self-gov-ernment and partners in the great freedom loving British Commonwealth.
