Kullit announced, his resignation from the American delegation to the Paece Conference. He complains bitterly of President Wilson’s acquiescence in decisions regarding Russia, Shantung, the Tyrol, Thrace, Hungary, the Saar and Danzig, and the abandonment of freedom of the seas doctrine. President Wilson, in a Memorial Day speech, said there had been secret councils of nations in the past, hut, because the people were now in the saddle, private meetings ot statesmen would no longer determine a nation’s destinies. THE PEACE TREATY. AN OMITTED CLAUSE. New Ybrk, May 18. The New York Times’ Washington correspondent says that, according to infromation received from Senatorial circles, the Peace Treaty contains a clause not included in the summary cabled from Paris, The clause makes the Treaty operative when signed by three of the principal Allied Governments and Germany. GERMAN WAR LOSSES. AN IMMENSE BUTCHER’S BILL. Berlin, May 18. A telegram via Copenhagen states that the final adjustment of figures of war losses shows, 1677,000 Germans were killed and 384,000 are missing, of whom nine-tenths amy he regarded as killed 4,317,000 wounded, and 616,000 prisoners not returned. “
