A mob of two hundred Spartacist rioters destroyed the airsbiffc of a mine, imprisoning six hundred miners, who cannot be liberated for a fortnight. Berlin, Feb 24 A Council of eleven, mostly Majority Socialists, are controlling affairs at Munich. They dismissed the regular troops and replaced them by popular guards. The Council has voted a pension of ten thousand marks to Eisner’s widow. The authorities seized extremists lists, containing a large number of names of persons to be assassinated, and the names cf twenty hostages to bei taken from the ranks of the aristocracy. The new man of the hour is Levieti, who has returned from Russia. He is preaching the Spartaciats creed ‘of war against the middle classes. THE GERMAN HUNT FOR DUPES. ATTEMPT TO EMBROIL AFGHANISTAN. London, Feb 24 Germany, early in the war, made great efforts to induce the Amir of Afghanistan to advance on India, with Turkey’s aid. Germany promised the assistance of German officers. CONTROL OF BRITISH CAPITAL London, February 24. The Press Bateau reports that the Treasurer states it is Impossible to dispense altogether with the control capital issues, bnt it is necessary to reconsider principles governing action in order to avoid placing unnecessary obstacles in the way of providing capital for speedy restoration of commence and industry. In view, however, of the number of fresh issues expected new regulations will be made prohibiting issues except under Treasrny License and the Capital Issues Committee hse been reconstituted with new terms of reference
