Berlin messages report a general strike at Bochum. Spartacist bombarded a mining establishment near Duisberg. Government troops are marching on Mnenater and Dortmnnd. It proves that the State renounce the right to conclude international treaties. Federal interests are to be represented by an Imperial Council with the right of veto, instead of a Federal House, If the Imperial Council and the Assembly disagree, the President can,, order a referendum or promulgate a law, provided he has a two-thirds majority in the Assembly.
