GOVERNMENT OWNERSHIP ON A CO-OPERATiVE BASIS. Washington, Feb 7 Leaders have organised the railway employees in the United States numbering two million men, and will propose a plan for the Government ownership of the railways and their operation by employees on a co-operative basis The profits to be shared by the employees and Government.
