The fact that the National Efficieny Board reported that Prohibits o'n was essential for premauent Nations! Efficiency, jet recommended that compensation should bo paid, has puzzled- many. Hie Board pointed cut that the benefits the nation would gain under Prohibition were so great that it should be brought into operation at once.
