HELPLESSNESS OF THE RUSSIANS PEACE TO BE SIGNED. Petrograd, March 3. The delegation at Brest Litovsk wired on the second:—“As anticipated deliberations on the peace treaty .were absolutely useless. We could only make things worse, which would even lead to the presentation of another ultimatum. In view thereof, and the refusal of the Germans to cease military action until peace was signed, we resolved to sign the treaty without discussing it. We, therefore, requested a train, intending to sign the treaty to-day and leave afterwards.

Amsterdam, March 3. In the Reichstag the Socialist, Yogtherr, denounced Germany’s infamous war policy in P.ussia and accused the Chancellor cf breaking the law ffiin importing food from Bavaria. He said Austria and Germany were already disputing over the Ukraine booty.
