A wireless Russian official .proclamation, issued by the presidency of the Central Soviets and Committee of Defence, in Petrograd, "declares that the proletariat is organising the defence of the capital, which will have to ‘’resist a siege but will not capitulate until the" last.moment. Newspapers discuss at leugtn Japan’s possibility of participation in Siberia, pointing out that her assistance now would he of maximum value. The Herald urges the Government to agree to Japan’s help before too late. The World’s Washington correspondent learns that Japan considers Russia, by its collapse, has forfeited its sphere of influence in Northern Manchuria and China shares tins view.
