Soli, iu the Reichstag, declared that General Smuts’ East ■African jjolicy was based on force. This M'as not a peace spirit. He denounced the Franco-British policy of raising native levies. Germany desired to neutralise all colonies in the interests of the white race and did not wish to militarise Africa, hut would be forced to follow in the steps of other Powers. It was'fjtruo that the British public increasingly demands an international understanding regarding colonies, but large masses followed General Smuts’ views, which were undoubtedly those of the British Government. Germany must shape its policy accordingly.
