GERMAN TERMS OF PEACE.
OFFERED TO RUSSIA. TERRITORIAL SHEARS APPLIED RUSSIA TO BE A VASSAL OF GERMANY.
Received Feb. 2d, noon. London, Fob. 24. Russian wireless: Replying to Russian proposals on the P.lth February, Germany, on the 21st, intimated its readiness to conclude peace as follows: —Firstly, Germany and Russia declare the state of war ended. Secondly; Regions west of tho line indicated at Brest Litovsk to the Russian Delegation, formerly belonging to Russia, are no longer under Russian territorial protection in tiie region of Dvinsk. This line must be advanced to the eastern., frontier of Courlaud. Germany, Austria and Hungary will define tho further fate of these regions, in agreement with their populations.# Thirdly: Livonia and Esthouia must immediately be cleared of Russian troops and Red Guards and lie occupied by German police till security is guaranteed by their com stitutions. Fourtnly. Russia will conclude peace with the Ukraine and evacuate Ukraine and Finland. Fifthly: Russia will do its utmost to secure an orderly return of eastern Anatolian frontiers to Turkey. Sixthly; Complete demobilisation of tho Russian army. Seventhly : Russian Fleets, including Entente warships, must be kept in Russian harbours till a general peace is concluded, or till disarmed.
Eiahtiy: Russo-German commercial Treaty of 11)04 comes into force, the free export of tires must be guaranteed, and a new commercial treaty must be negotiated.
Ninthly; Legal political relations to bo regulated in accordance with the first German-Hessian Convention.
Tenthly: Russia promises to end propaganda against the qu .druplice. Eleventhly: Conditions must be. accepted within forty-eight hours Russian plenipotentiaries must sign at Brest Litovsk within three days tho peace treaty which must bo ratified within a fortnight.
