TIRPITZ HEARTENING FATHERLANDERS. ENJOINED TO HOLD OUT. Amsterdam, Feb. 23. Addressing the Fatherlanders, Admiral von Tlrpitz declared that (Germany must show superiority to England' in tenacity.
