Persian advices state that owiug .to the Russian and Turkish Governments announcing to the Roumanian'people, their willingness to withdraw troops, Persia declares void the treaty of Feburary, 18<28, and other treaties which Persia, yielding to violence and fnieances of cocupatiou, was forced to accept id •the latter part of the nineteenth and the beginning of the twentieth centuries.
