Trotsky in a two hours speech at the Soviet Congres said the Allies wore responsible for Germany’s heavy terms, 'which were quite unacceptable. Ho was going to Brest Litovsk with two convictions. Firstly, that Russia had hacked out;of the Imperialitic war and would not return. Secondly, that ho would not sign a peace on Ger man terms.

The debate was adjourned. It was evident that the conference wil approve of Trotsky’s report audl allow tho war to continue, employing guerilla methods by the volunteer army.
