The Finlanders, lie said, were threatened with destruction unless speedy help is available. The illicit supply ol woipons to thei lowest elements in tho community was enabling them to rob and plunder, and this aggravates the situation. Stockholm, Jan. 21. Frontier message.- state that a reign of terror prevails in Finnish towns. A .sanguinary encounter occurred on Monday at Tornoa, between Finlanders and Russian soldiers. ’J he latter, armed with machine guns and rifles, attacked the town hall and arrested the Mayor and police commander. The Finlanders disarmed the Russians and forced tho Russians reinforcements to retire. Serious excesses followed. Two hundred Red Guards at Wib- * rog barricaded the streets, stormed tho factories and killed and wounded juanv people. Tho Red Guards and Socialists occupied the Government building at Helsingfors end arrested .several members of the Government and all officials

The Socialist newspaper states fcbat it has boon decided to send a representative of the Militant Labour movement in Australia to Petrorgad to partake in negotiations affecting revolution and for peace.
