ENEMY SLOW PROGRESS.

SNOW IS FALLING. RUSSIANS IN MESOPOTAMIA. (Received Thursday, 11.16 p.m.) LONDON, Dec. 19. A high military authority states: The enemy is making slow progress on the Italian front.
