EXTREMISTS IN POWER.

(Received Tuesday, 5.50 p.m.) LONDON, Nov. 19. In the House of Commons, Mr Balfour announced that the situation in Russia was still obscure. The British Ambassador was remaining at Ins post. Tho extremists were, in complete power at Petrograd and Moscow'. The pioposal to establish a Coalition Government had not yet resulted in a settlement.
