ATTEMPT AT COALITION. GOVT-PROPOSALS. Petrograd, May 37. In response to proposals by tbe Workmen’s and Soldier’ Council, the Government counter-proposed the following conditions. “ (1) All treaties with Allies must be observed. (3)Tbe Government’s power must be absolute (3) measures must be taken against.anarchy. (4) The army to be maintained at full force. (5) Agitators to be forbidden access to tbe army. RESIGNATION OF THE PREMIER. THE DISASTROUS RESULTS. Petrogracl, May 17. As M. Miliukoff’s resignation would mi-an the withdrawal of all National Liberals from the Government, he baa been asked to return as Minister for Education.
