Mr BoucMer wires that at the highest estimates the whole of the German forces in Rumania cannot excel the Rumanians in numbers. The German successes were due to superior heavy artillery. DESTRUOTON OF.OIL WELS. London, Dec. 23. A British military mission reports the satisfactory destruction, under the Roumanian Governmnt’s orders, of oil fields and refineries in the chief centres of the captured territory.
