ROUMANIAN SITUATION.
THE OBJECTIVE ATTAINED.

Rome, Oct. 17 A Ronmanian military attache defends the strategy of the general staff, who, he contends, have not committed blunders in nrder to ensure the general approval. Roumania’s intervention made it necessary to attack the Austrians in Transylvania instead of the Bulgarians. Toe general staff never entertained the foolish belief that they would be able to conquer Transylvania and the Banat in a few weeks, They knew perfectly well that the enemy were bound to counter-attack with superior forces. Roumania’s aim was to shake tho Austrian defences and deprive Hungary of the resources concentrated in Transylvania and the Banat. The aims were completely attained. The Houmanians' orderly and methodical rerteat without losing men or material showed they were fully prepared for all eventualities.
