Mr Washburn, at the Russian Headqnraters, after ten days’ seeing and talking to the highest commanders, says he feels increasing confidence and optimism. They intend to conduct the war to the bitter end. The situation is sound. The armies of General Ivanoff proved their complete recuperation from the summer’s campaign in their capacity to hold the positions and strike viciously when the occasion presents itself. General Ivanoff has shown that he can light on the aggressive and defensive. He holds admirable positions, justifying the Headquarters’ opinion that Kieff, which is the only southern objective warranting enemy sacrifices, is practically beyond danger. The crisis at Dviusk and other ' points on the Dvina is subsiding and. the enemy attacks are weaker, and the artillery onboth sides more nerly an equality. The Tsar gvies most of his time to military affairs and lives a life of the greatest simplicity and is ovationed in every town. The recent victories are the best proof that the Austro-Germans have tailed to destroy or disorganise our forces. The crisis has been passed favourably, and they have issued safely out of a difficult position. in the advanced Vistula theatre the stand jjis based on the centre of the Empire, which is unexhausted. There is still much fierce fighting ahead, and possibly movements rearwards but certainly also advances. The armies are eager for the offensive.
