N.Z. RACING CONFERENCE.

The Racing Conference resumed this morning, the President (Sir George Clifford) in she chair. Part XXI, rule 8, dealing with appeals was recast, and as adopted by the conf rence gives any aggrieved person a wider scope in which to appeal.

ALTERATION OF RULES. It was agreed that any owner who has never received any payment for training or riding a horse may 1 train his own horse without a license, provided such horse is under his own supervision. The Hawke’s Bay Jockey Club moved to have the amount won by a horse before he is barred from hack classes raised to one race of £l5O, or in the aggregate £4OO, which was carried unanimously. It was decided that no mechanical device shall be used by the starter or other person at the starting post for the special assistance of any horse at the start. It was agreed that no hor?e should be ordered to the post more than fifteen minutes before the time appointed tor starting. At the request of the stipendiary stewards the president moved the following alteration to the rule regarding the drawing of lots for pos itions at the posts:—The horses shall, as far as practicable, be drawn up before the start in an order to be determined by lots to be drawn at the time of weighing out from a closed box of the pattern approved by the conference, and under the supervision of a steward or other otiicial of i ue club specially appointed for the purpose. The president explained that he had under consideration a box which would do away with any manipulation of the marbles, "but it was not quite perfected yet. He suggested that a committee consisting of the president and Messrs Eriedlander and Guinness should be set up to inspect the box and report. The remit was adopted, and the committee as suggested appointed. On the motion of Mr Buckley 7, Canterbury Jockey Club, it was agreed that no horse shall run in any race in a hood or blinkers. In consequence the word hood was removed from part 24, rule 7, giving the list of the gear that can be put into the scale when weighing. Mr Hunter moved:-—“Any person who shall use for his horse a name forbidden by these rules, or which has been formally disapproved by the president, or which has not, prior to starting, been registered with the secretary of the conference, shall be fined not less than 1 sov nor more than 30 sovs by the president, and the fine shall be paid to the secretary of the conference, and if unpaid shall be deemed arrears. ’ ’ —The motion was carried. It was agreed on the motion of the president that in case of domestic bereavement, an owner shall, if previously authorised in writing by the president, be allowed to run his horse in the name of another person for a period not exceeding four months. As there was'no fixed quorum for meetings of district committees, Mr P. Miller, on behalf of the Dunedin Jockey Club, moved that five should form a quorum. This was agreed to. The dates committee reported that they regretted that it could not con sider apfilicatious for additional or new permits, and day r s of racing from the Wa pawa County, Patea, Ashhurst-Polumgiua, Daunevirke, Masteyton, Taratahi-Oarterton, Kumara, and Westland Clubs, there being no days of racing available. It was decided that the fees payable to jockeys under the rules shall not be paid to them until the conclusion of the race meeting at which such fees were earned. No jockey’s retainer is to be recognised unless it be in writing, signed by the parties, and shall have been registered with the secretary of the racin* conference, and continuously notified in the official calender. Employers retaining the same jockey shall have precedence according, to the priority of their retainers. In the absence of special agreement to the contrary lie jockey’s retainer shall be determined except by three months’ notice in writing on either side. If a jockey be prevented . from riding by suspension or cancellation of his license, any person who has retained him may cancel the retainer by i notification to the secretary of the racing conference. The district committee who granted a jockey’s license shall have power to release a jockey from his retainer for any cause appearing to them sufficient. Any rider dismounting after the race without orders from a steward may be fined a sum not exceeding £5.
