DECREASE OF RECRUITS

The Army report states that recruits for the Regulars during the year ending September decreased 2325 compared with the previous year. Special reserves decreased 3937. This was mainly due to the continued activity of trade and emigration. A SINGULAR REVERSAL. <*WBEn» COMPEL RIOH BUT NOT THE POOR. London, March 3. Lord Willoughby de Broke introduced a Bill in the House of Lords applying compulsory military training to tbe rich and leaving it voluntary in the case of the poorer classes.
