lii the House of Lords Lord Herschel said that in addition to 2515,000 Territorials, the National Reserve numbered 190,000. Tho Government is convinced proper provision is made against particular dangers, and is able to guarantee that the country is safeguarded. Lord Roberts, speaking as a soldier, said it was nonsense to say the Territorials were St for -war. Lord Hethuen said that it both parties appealed to the country on the question of compulsory training lie believed the system would be accepted. Lord Haldune said that if a compulsory array was raised the Government would' be unable to maintain the overseas forces on a voluntary basis. Tho proclamation of inefficiency had produced a had impression abroad. Lord Lansdowne said what was needed was an unlimited supply of half manufactured soldiers, which could be obtained by compulsory school training.
