THE PANAMA CANAL.

Mr Knox's reply regarding the Panama Canal follows President Taft's argument that the United States has full rights to the control over coastwise shipping. He also contends that there is nothing in the Hay-Pauncefote Treaty, amounting to surrender by the United States of the right to regulate its own shipping through the Canal. He interprets Article No. 3 as binding on all nations except the United States, which, however, is bound not to discriminate against any one of them provided they observe the rule of management of the Canal. Mr Knox expresses the willingness of Americans to do every thing to adjust the dispute, but he does not mention sending a further British note.
