The Home Rule Bill was further considered by the House of Commons yesterday, in committee. Mr Balfour "condemned the power invested in the Exchequer Board, which would be able to establish protectionist duties. This was inconsistent with the independence of British and Irish Chancellors of the Exchequer. Sir Edward Carson challenged the Government to point to a single advantage Ireland would gain by the Bill. All the Government wanted was to grant Home Rule, because it had to. Ireland would lose the power of borrowing under Imperial credit. The keynote of the Bill was increased taxation. To placate the Liberals who object to the establishment of an Irish Customs Department, the Government propose to withhold from the Irish Parliament power to reduce taxation.

In consequence of the delay in connection with the Home Rule Bill, the’Government has postponed the Mental Deficiency Bill till next session.

London, November 33. An amendment to Clause 14, namely, that all Irish revenues should be paid into the Imperial Exchequer, was rejected. An amendment to establish Ireland’s obligation to contribute to Imperial expenditure by a fixed amount was also negatived. The guillotine cut off 30 amendments, and the clause was passed. The Hon. Samuel gave notice of an amendment depriving the Irish Parliament of power to reduce Imperial taxes by £BOOO.
