S Jordan pressed for payment ot the Boxer indemnity his group was prepared to give a further ten millions. Crisp outlined a scheme for a Chinese State Bank with a capital of two millions, whereof the Chinese Government would find half. The remainder might be subscribed in England, France, Germany, Russia aud America. He declared that Japan’s pretensions m regard to China should not he encouraged.
