The Lieutenant-Governor of Papna, who is visiting Sydney, states the industrial development in the possession is proceeding satisfactorily, and prospects are very bright. The administration is introdncing Javanese labourers for a term of three years for the purpose of teaching the natives to tap rubber and cut sisal hemp. Plenty of native labour is available but it is | deficient in skill which the Javanese will impart.
