Lord Shaftsbury’s Thrift and Credit Banks Bill was read a second time and referred to a Select Committee. It provides for a central institution of finance of the rural village banks type, whereof there are 15,000 in Germany, 300 in India, and 300 in the congested districts of Ireland. The Bill aims at assisting the owners of small holdings against moneylenders.
