CARNEGIE’S PEACE PROPOSALS

London, March 10. “ Mr Carnegie as President of the Peace Society proposes that Britain and the United States should unite for the purpose of limiting' naval expansion. Britain should agree to protect the American coast in the Pacific, Hawaii and the Philippines and the United States defend British possessions in the Atlantic. The agreement should be for five years.
