Press Association.—Copyright. ■- The Hague, July 13. • At the Peace Convention, America, Britain and Japan gave their support to France’s proposal enjoining the explicit ultimatum or formal declaration of war before opening hostilities, also prompt notification to neutrals. The Dutch proposed an amendment prescribing an interval of 24 hours between declaration and the commencement of hostilities which was defeated in committee by 16 to 14, with five abstentions. France’s proposals were accepted by two votes against two abstentions.
