VALUATION FOR CUSTOMS.

The American customs regulations embodied in the agreement with Germany declare that valuations made by the Chambers'of Commerce officially connected with the Government shall be accepted as evidence of tho price of exports to Germany. The stipulation benefits France, but not Britain where the Chambers are not official. It is hoped that the British Government will arange to appoint agents _ to superintend valuation.
