The prospect of the Admiralty accepting Australia's wishes regarding a coastal fleet arc encouraging. The Commonwealth would be left to decide whether in war time she would voluntarily place the flotilla under the control of the Admiralty, though the fleet would still not be allowed to leave the coast.
