In the House of Commons during the Budget debate Mr Asqnitb said that while, the entire proceeds of direct taxation went to the Exchequer under the present system of tariff, much of the benefit wouj!; into the pockets of favoured interests. It was impossible to do justice between the parts of the Empire unless they 'supplemented preference on food with preference on raw material.
