The announcement was cheered by members of the Kight, but received in silence by the Left. The bills will ha discussed after passage of the Budget. Nothing was said about a responsible Ministry or a.a amnesty. The Social Democrats violently contrasted the fair promises with recent performances.

M. Stolypin declared that it was not the Domna’s function to express confidence in or censure of Government.

Members of tho Bight appealed to the Domna to co-operate with M Stolypin to prevent repression. The Constitutional Democrats are in the majority.
