MARKED IMPROVEMENT IN SHIPPING SITUATION.
WASHINGTON, Feb. 20.
There is a marked improvement ini the shipping situation. The vessels at the seaboard have a carying capacity much greater than the goods awaiting transportation. The present problem is the further speeding-up of railroads for the delivery of supplies at the seaboard.
The House Military Committee is froming a War Appropriation Bill for an estimated total of seven billion dollars.
