They iheretore find the Captain dc -i-vi->/-of censure, though not sufficient 10 c-iuse ibem to recommend that his certiiicaie should be d-alt with. They think the C«ntain's certificate should b.- returned, but that he should be ordered to pay ths costs of the lijsqijiry. The Asatssjrs also think that the lighting of th.j port requires attention.
