THE PANAMA CANAL. Washington, April 2. The Republic of Columbia has offered the United States absolute control of the Panama Canal, with a lease of the adjacent territory for an unlimited period. THE RUSSIAN RIOTS. St. Petersburg, April 2. Three thousand arrests have been made at St. Petersburg alone in connection with the recent rioting. The military are kept constantly under arms at Moscow, Kharkoff, and Odessa. REVENUE RETURNS. London, April 2. The quarterly revenue returns amount to which include Custom dues £9,126,026, excise £10,508,000, and stamps £1,915,000. AFRICAN MUTINEERS. London, April 2. Three hundred of the West African Regiment, at Kumassi, who deserted because they were not relieved, as promised, have arrived at Cape Coast Castle. One hundred and twenty troops have been despatched to Acera, a port eighty miles east of Cape Coast Castle. The deserters have been sent home to Sierra Leone. Failure to relieve them was due to the operations against Fodi Kabba, on the Gambia frontier.
